Education

He graduated from Kiev State University in 1985 with a bachelor"s degree in international law. In 1985 to 1990 he studied at the Higher Party School of the Central Committee of Communist Party of Ukraine (today is part of the Kiev National University).

Career

In 2013 he was the Organization for Security and Co-operation in Europe"s (Organization for Security and Company-operation in Europe) Chairperson-in-Office, during the Ukrainian presidency of the Organization for Security and Co-operation in Europe.

From 1990 to 1992 Kozhara worked as a senior adviser at the parliamentary secretariat. Until 1994 he worked at the Presidential Administration of Ukraine. From 1994 to 1997 he worked at the Ukrainian Embassy
